Parents & Guardians, you do not have to wait until your child starts kindergarten to ask about learning differences or developmental delays.
Eligible preschoolers, ages 3 to 5, may qualify for an Individualized Education Program (IEP) and Special Education services through the Anacortes School District.
The Anacortes School District Special Education Preschool Program is a public-school program for children ages three to five who qualify for Special Education Services based on State and Federal guidelines.
If your child qualifies for an IEP, they may be eligible for a spot in the Whitney Early Learning Center Developmental Preschool Class run by the school district.
Here’s how you can start the process for a child between the ages of 3 and 5:
Step One: Please complete the Whitney Early Learning Center Referral Form.

Step Two: Please return the completed form to inclusiveservices@asd103.org
This information will be forwarded to the Whitney ELC School Psychologist, for review.
After reviewing the referral, a Whitney Early Learning Center Team member will contact you and schedule a date and time for a screening with the Child Find Team.
Please Note: Child-Find screenings take place once a month by appointment only.
Step Three: Attend your scheduled screening with the Child Find Team at the Whitney Early Learning Center. The team screens in the following areas:
- Motor
- Speech & Language
- Adaptive
- Social/Emotional
- Cognitive
- Health, Vision, & Hearing
Step Four: Depending on the results of the screening, the Child Find team will determine whether an evaluation needs to occur. If an evaluation must occur, the Child Find Team determines which areas, and will then schedule the evaluation with the parent/guardian consent.
Step Five: Once your student has been approved for the Evaluation process, we ask parents to Register your student with the Anacortes School District in the Skyward System.
